Where it applies

Written for the jurisdictions listed here.

Section 114-75 of the Manassas City Code charged a local license fee of $25.00 on motor vehicles (except motorcycles and mopeds) and $10.00 on motorcycles and mopeds, collected in the same manner as taxes, with the license year beginning October 6. On May 11, 2026 the City Council passed the first reading of Uncodified Ordinance O-2026-974, "Repealing Section 114-75 of Article III of Chapter 113 of the Code of Ordinances" - the minutes print Chapter 114 - unanimously, and on June 8, 2026 the second reading went with the consent agenda and carried unanimously. No motor vehicle license fee is charged for the license year beginning October 2026. The city's Municode edition has not yet carried the repeal, so section 114-75 still prints the fee there; ask the Commissioner of the Revenue or the Treasurer if a decal fee is billed anyway. In any case, section 46.2-755(B) of the Code of Virginia (a Commonwealth entry) prohibits a local license fee on the one vehicle of a veteran with Disabled Veteran plates and on the qualifying vehicles of former prisoners of war and Medal of Honor, Purple Heart and Bronze Star recipients. The repealed section itself contained no veteran exemption.
