Where it applies

Written for the jurisdictions listed here.

The City of Manassas applies the statewide one-vehicle exemption under Article X, Section 6(a)(8) of the Constitution of Virginia: one motor vehicle - an automobile or pickup truck only - owned and used primarily by or for a veteran of the Armed Forces or the Virginia National Guard with a rating of 100% service-connected AND permanent AND total disability, or a total (100%) disability rating on the basis of individual unemployability due to a service-connected disability. A vehicle owned by a married person qualifies if either spouse is the qualifying veteran. The city's "Application for Personal Property Tax Exemption for Qualifying Veterans" asks for the certification letter and says the Commissioner's staff will verify the status of the personal property with the Virginia Department of Motor Vehicles; reapply only if the personal property changes. The 2026 personal property rate is $3.60 per $100 of assessed value, set by Uncodified Ordinance O-2026-967 (first reading May 11, 2026). Personal property taxes fall due October 5, and the state's car-tax relief applies to the first $20,000 of a qualifying vehicle's value at 34.67%.
