Madison County Veterans Financial Assistance: the 90-Day Residency and Discharge Test
Madison County's own financial-assistance test: 'You must have a General Under Honorable Conditions, Honorable or be receiving a VA service connected disability entitlement to be eligible and be a resident in Madison County for at least 90 days' - with the DD Form 214 (long form) and residency identification shown in person before an appointment is made, and help aimed at 'basic household needs', all else 'on a case by case basis'.
Also called: financial assistance, Veterans Financial Assistance, 90 days, 90-day residency, DD Form 214, long form, General Under Honorable Conditions, Honorable, service connected, basic household needs, case by case, London, 5901.08, London, West Jefferson, Plain City, Mt. Sterling, Somerford, Darby Township, Stokes Township, Paint Township, Union Township, Range Township.
For: Veteran or service member, spouse, child, survivor.
The county's own text. The Veteran Service Center's Financial Assistance page:
"You must have a 'General Under Honorable Conditions', 'Honorable' or be receiving a VA service connected disability entitlement to be eligible and be a resident in Madison County for at least 90 days. If you have never applied for financial assistance before you must come into the office with some form of identification showing residency of at least ninety days and your DD Form 214 (long form) or equivalent, prior to making an appointment. At that time we will give out a list of items you need to bring in at the time of your appointment. These items must be brought in or the appointment will be rescheduled."
And the scope: "Our office helps with financial assistance with basic household needs. All else will be on a case by case basis."
The statute behind it. Section 5901.08 asks whether the veteran was discharged under honorable conditions and has a need; the county page's wording is narrower in one direction and wider in another. The "receiving a VA service connected disability entitlement" route is the page's own third door - a veteran whose discharge character is other than the two named but who draws VA service-connected pay qualifies by the page's words. A veteran whose only active duty was for training is the one the statute itself screens for service connection (the State entry carries 5901.01). A veteran inside the county's words should apply; the commission, not the page, decides.
The process. First application in person: identification showing ninety days of residency plus the long-form DD-214 or equivalent, before an appointment is even made; the office then hands out the document checklist for the appointment itself, and the items "must be brought in or the appointment will be rescheduled." The aid is the county's own money - the commissioners moved funds into the Veterans Service Commission twice in April 2026 and adjusted its budget in October (see the commissioners' record entry).
