Where it applies

Written for the jurisdictions listed here.

The programme. The commission's Financial Assistance page: "Temporary financial support for qualifying Macoupin County Veterans." Its notice frames the limits: "The Veterans Assistance program is one of emergency. It is not designed to be an ongoing financial support program over any considerable time. Applicants receiving aid from another governmental agency may not be eligible. Financial assistance is never given in cash - all authorizations are done by voucher." What it helps with. "Food & Personal Necessities: grocery orders, food vouchers, and essential personal-care items. Utilities & Fuel: current electric, gas, water/sewer bills and heating fuel. Housing & Rent: current month's rent or mortgage payment. Medical Transportation: limited: least-cost travel to a VA medical facility (John Cochran, Danville/Illiana, or a CBOC) for service-connected care - mileage at the IRS rate. Not for routine or non-medical travel. Burial Assistance: funeral/burial help not covered by VA or Illinois benefits. Other Emergency Needs: other documented life essentials, at the Superintendent's discretion." What it does not cover. "We help with life essentials only. We cannot pay: property taxes, phone or cell bills, insurance premiums, car payments or vehicle purchases, medical or hospital bills, security or utility deposits, past-due balances beyond one billing cycle or back rent, late fees and penalties, hotel/motel or storage, vehicle purchases, routine commuting or non-medical travel, alcohol, tobacco, or other non-essential items. This is emergency, last-resort aid - you must apply for available VA and state benefits first, and we will help you do that." The income test. "Under Commission policy (MACVAC-VS-001), a household's gross monthly income generally must be at or below 130% of the Federal Poverty Guidelines by household size. Final eligibility also considers expenses, assets, and the specific emergency." The page's 2026 table: 1 person $1,729 a month ($20,748 a year); 2 people $2,344; 3 people $2,960; 4 people $3,575; 5 people $4,190; 6 people $4,806; 7 people $5,421; 8 people $6,036; each additional person +$615 - "Based on the 2026 HHS Federal Poverty Guidelines (48 contiguous states & D.C.); updated annually." The process. "1. Contact the VAC Office - call (217) 854-5249 or visit the office to discuss your situation and determine if you may qualify. 2. Apply for Public Aid - before receiving assistance, apply for Public Aid / SNAP (unless medically exempt). 3. Register for Employment - unless under a doctor's care, register with employment services." Applications go in online, by print, or with the office's help; the intake collects the Social Security number in person, never online. The county's own department page carries the same programme in the state's older words: "providing just and necessary expenditures for the veterans (with an honorable discharge) for their family and dependents and providing payments toward the bare necessities of life such as shelter, utilities and food (total payment per case must be comparable to the payment levels established by the Department of Public Aid)", with the eligibility: "Assistance is provided to 'Military Veterans who served in the Armed Forces of the United States, whose last discharge from the service was Honorable.' ... The veteran must provide proof of honorable discharge (DD 214) along with proof of current residency within Macoupin County. Reserve or National Guard duty (for training) is non-qualifying." The commission's site widens the door one step - "Honorable or General (under honorable conditions)" - and its emergency-assistance page names the Veterans Crisis Line and Centerstone's 24/7 line, (855) 985-0911, beside the programme.
