Where it applies

Written for the jurisdictions listed here.

The Veterans Treatment Court is the newest of the Luzerne County Court of Common Pleas' specialty courts. It diverts veterans, many with post-traumatic stress, a traumatic brain injury or a substance use problem, to a judicially supervised treatment programme that links them with the programmes, benefits and services they have earned and pairs each with a veteran mentor. The court's page publishes no eligibility rules, discharge requirements or outcome on completion; ask defence counsel or the county's treatment court supervision unit. The page lists the county veterans office at 61-63 Water Street, Wilkes-Barre (570-706-3960), under director Kevin Clocker, while the department's own page (rechecked 2026-10-13) still names Oscar Flores as Director of Veterans Affairs; the two pages disagree, so ask the office who directs it.
