Where it applies

Written for the jurisdictions listed here.

Luzerne County Veteran Affairs is the office every Pennsylvania county must have: a director of veterans affairs appointed by the county (16 Pa.C.S. 15524) and holding VA accreditation (51 Pa.C.S. 1731). See the Pennsylvania entry on county directors. It sits in the county's Office of Human Services. The director is Oscar Flores per the office's own page - though the county's Veterans Treatment Court page (rechecked 2026-10-13) lists Kevin Clocker as director of the same office, so the county's pages disagree and the office should confirm who directs it. How to reach it. 61-63 Water Street, Wilkes-Barre PA 18711; 570-706-3960; by appointment, weekdays 9 a.m. to 4:30 p.m. in Wilkes-Barre and 9:30 a.m. to 3:30 p.m. at the Hazleton annex. The page gives separate lines for some help: disability compensation 570-706-3975; aid and attendance, Dependency and Indemnity Compensation and survivors' pension 570-706-8405; headstones, burial and military records 570-706-3976; and the real estate tax exemption and temporary assistance 570-825-1650. What it does. VA compensation, aid and attendance, Dependency and Indemnity Compensation and survivors' pension claims; health care enrolment and adaptive housing grants; military records requests; the county burial allowance and help ordering government headstones and medallions (see that entry); and the State programmes a county director takes. Homeless veterans are referred to the Wilkes-Barre VA Medical Center's homeless coordinator (570-824-3521). On July 28, 2026 the county's Office of Human Services asked County Council to let the Commission on Economic Opportunity apply for $330,153 in federal Continuum of Care money for scattered-site transitional housing for 14 homeless veterans. The tax exemption, as the page puts it. It asks whether the veteran is "permanently and totally disabled" and was "Honorably Discharged". 51 Pa.C.S. 8902(a)(2) also covers a wartime veteran whose disability VA has declared total, which includes individual unemployability, and one who is blind, paraplegic or has lost two or more limbs from service, at any rating. See the Pennsylvania entry.
