Where it applies

Written for the jurisdictions listed here.

Section 317.241 lets a county have either the recorder or the veterans service office issue the Ohio veterans identification card; see the Ohio entry on county recorders. In Lucas County the Veterans Service Commission issues it, free, at 2555 Arlington Avenue, Toledo, weekdays 8:30 a.m. to 4 p.m. Bring a picture ID, proof of an Ohio address, and every DD-214, including the member copy that shows the type of discharge, or the Guard or reserve equivalent. The commission keeps a copy of the DD-214 on file. Recording first. The statute gives the card to someone who has presented the discharge for recording with the county recorder. The Lucas County Recorder, 1 Government Center, Suite 700, Toledo (419-213-4400), records it free and gives free copies to the veteran or an authorized party on its request form, with a separate form for funeral homes. The statute bars the card only for a dishonorable discharge; the commission's page sets no discharge test of its own.
