Lucas County Veterans Service Commission: Quality of Life Programs
Programmes the Lucas County commission pays for: vouchers toward adopting a dog from the county's Canine Care and Control or a cat from Paws and Whiskers, a free six-week woodworking course, equine therapy, a six-month cycling recovery programme, and a free monthly civil legal clinic at its office.
Also called: pet adoption, Dogtags for Dogtags, Cat Connect, woodworking, Inspired Lumber, equine therapy, HOOVES, Miles 2 Freedom, legal clinic, Toledo Bar Association, women veterans.
The Lucas County Veterans Service Commission uses the outreach power in Revised Code 5901.03(E) to pay partners for programmes meant to build veterans' resilience. As listed on October 2, 2026:
Pet adoption. "Dogtags for Dogtags" and "Cat Connect": collect a voucher at the commission's office, then take it to Lucas County Canine Care and Control to adopt a dog or to Paws and Whiskers to adopt a cat, with proof of veteran status.
Woodworking. A free six-week course in a professional wood shop.
Equine therapy. Sessions with H.O.O.V.E.S., working with horses to process stress and trauma from service.
Miles 2 Freedom. A six-month programme for veterans recovering from substance use or trauma, with a programme-owned expedition bicycle and gear, weekly rides and three multi-day trips.
Legal clinic. A free walk-in civil legal clinic run by the Toledo Bar Association at the commission's office on the first Thursday of each month, 8:30 to 11 a.m., for evictions, foreclosures, family law, bankruptcy and other Ohio civil matters, not criminal cases.
The commission also hosts a women veterans initiative. Its Guitars for Vets chapter was not taking new students for lack of instructors. Ask at 419-213-6090 about eligibility for each.
