Where it applies

Written for the jurisdictions listed here.

The Lubbock County Clerk, Kelly Pinion, keeps the county's records from an office at 904 Broadway, Room 207, Lubbock, Texas 79401 (P.O. Box 10536, Lubbock, Texas 79408-3536); 806-775-1076, with the recording desk's own line at 806-775-1062; lobby hours 8:30 a.m. to 4:30 p.m. weekdays. The Clerk's site lists no military-discharge page and publishes no fee schedule, so the rules here are the statutes: section 192.002 of the Local Government Code requires the Clerk to record an official discharge and forbids charging a fee for recording and keeping it, and Government Code 552.140 makes a discharge first received on or after September 1, 2003 confidential for 75 years, with free certified copies for the veteran, a guardian, the spouse, child or parent, the nearest living relative, the estate's personal representative, and the others the section lists; see the Texas entry. The Clerk's real property page notes that a valid photo ID is required to file a document in person, under Local Government Code 191.010(b). Copies by mail. Written copy requests are accepted for federal tax liens only; for anything else the Clerk's page says to call 806-775-1062 with the document number or volume and page to confirm the cost, then mail the request with payment (paper copies $1 per page, $5 more per certification) and a stamped self-addressed envelope.
