Where it applies

Written for the jurisdictions listed here.

Loudoun's 2026 personal property tax rates set a rate of $0.00 per $100 of assessed value on one motor vehicle owned and regularly used by a veteran who is permanently and totally disabled as Code section 58.1-3506(A)(19) defines that class. The Board of Supervisors adopts the rate. This is a county classification, not the statewide one-vehicle exemption. Section 58.1-3506(A)(19) is a list of alternatives, not a combined test: a veteran "who has either lost, or lost the use of, one or both legs, or an arm or a hand, or who is blind or who is permanently and totally disabled as certified by the Department of Veterans Services". Limb loss or blindness qualifies on its own at any rating, and the permanent and total route names no percentage. Loudoun's rate schedule labels the class only "a veteran who is permanently and totally disabled as defined in VA Code Sec. 58.1-3506 (A)(19)", which leaves out the limb loss and blindness routes, and Loudoun's veteran relief page describes only the statewide exemption's 100% test. A veteran with an amputation or blindness rated below 100% is the one who most needs this rate, because the statewide exemption will not cover him, and should apply citing the statute. A veteran who qualifies for the statewide exemption on one car or pickup uses that exemption. Loudoun administers it on the same disabled-veteran application as the real estate exemption. That exemption does not cover a vehicle over 10,000 pounds gross weight, a leased vehicle, or a vehicle owned by a business or LLC. A vehicle held in a trust can qualify if Loudoun reviews the trust. The $0.00 rate is the published 2026 figure for the 3506(A)(19) class. Confirm the current rate on Loudoun's property tax rate page before counting on it for a later year.
