Livingston County Recorder of Deeds: Military Discharge Recording
The Livingston County Recorder of Deeds, Amy Baker, Courthouse Suite 6, 700 Webster Street, Chillicothe (660-646-8000, ext. 6), keeps military service records, lists "Military Discharges - No Charge" in her fee schedule and posts the notarized request form RSMo 59.480 requires for a copy.
Also called: DD-214, DD214, discharge, military discharge, military service records, recording, no charge, RSMo 59.480, Recorder of Deeds, Amy Baker, 660-646-8000, Chillicothe, Chula, Wheeling, Utica, Ludlow, Mooresville, Dawn, Sampsel.
Mo. Rev. Stat. 59.480 makes the recording of a discharge free and limits who may see or copy it; see the Missouri entry. The Recorder's page lists "Military Service Records" among the records the office keeps, and its fee schedule lists "Military Discharges" at "No Charge" (the "Federal Tax Lien Discharge $7.50" line is a tax lien release, not a military discharge; the schedule still shows the fees before Senate Bill 938's $2 rise of August 28, 2026). Its "Military Discharge Records" post: "Regulations to Request a Copy of Military Discharge DD-214 are outlined in Section 59.480 RSMo. Pursuant to this section, a notarized request form is required. This requirement is a direct result of identity theft obtained from public service records." The attached form is the Recorders Association of Missouri's RAM59.480 request: one record per form, the veteran's name with a date of birth, Social Security number or branch and dates of service, the requester's authority (the veteran, a relative, an attorney, a government agency or court, a funeral director), and a notary's certificate.
