Where it applies

Written for the jurisdictions listed here.

Michigan requires every county to keep a fund for the relief of indigent wartime veterans and their families (MCL 35.21; see the Michigan entry on the county veterans relief fund), and the county's own millage resolution recites the levy behind it: "it is statutorily mandated to levy a millage of up to 1/10th of a mill (2/10th of a mill in emergencies) to fund the County Veterans' Relief Fund per 1899 Public Act 214 (MCL 35.21 et seq.)". Livingston County keeps the small fund 293, Veterans Relief, and administers claims through the Veteran Services office and its committee - the committee's special meeting agenda carries an "Applications for Relief" item, "None" in March 2026. The application, on the office's site, states the terms: the fund exists "to provide temporary financial assistance to honorably discharged veterans and their eligible dependents who face an unforeseen emergency or short-term hardship", and grants are approved "only when there is a clear expectation that the applicant will be able to manage the related financial obligation after assistance is provided". Eligible uses named by example: past-due rent, mortgage or utilities, food, clothing, unexpected housing or vehicle repairs, unexpected dental expenses and burial or cremation costs. To apply: be a Livingston County resident for at least 90 days and a veteran discharged under honorable conditions, and submit a copy of the DD-214 and the last 90 days of bank statements; "A Veteran Service Officer will review and compile the completed application and will contact the applicant as soon as possible regarding the next steps." The office asks veterans to call (517) 546-6338 first - even non-residents, whom it redirects. The per-grant amounts and caps are published nowhere found. The page asks for an honorable discharge and says nothing of wartime service; the state act's wartime test (MCL 35.61) is the office's to apply. A refusal can be taken to the circuit court within 15 days (MCL 35.23).
