Lincoln County Recorder/Auditor: Recording Military Discharge Papers

The Lincoln County Recorder/Auditor (Amy Elmer, 775-962-8076) keeps Pioche hours of 7 a.m. to 5 p.m. Monday through Thursday, and its pages publish no military-discharge line, so free recording rests on NRS 419.020.

Also called: DD-214, DD214, recorder, Amy Elmer, Amanda Kulani, Kelbee Cheeney, discharge papers, NRS 419.020, NRS 247.110, Pioche.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

NRS 419.020 requires every county recorder to record a certificate of honorable discharge "free of any charge therefor"; see the Nevada entry. The Lincoln County Recorder/Auditor's Office - Amy Elmer, Recorder/Auditor, with Deputy Recorder/Auditors Amanda Kulani and Kelbee Cheeney - is at 181 North Main Street, Suite 202, P.O. Box 218, Pioche, NV 89043, (775) 962-8076, open 7:00 a.m. to 5:00 p.m. Monday through Thursday (the schedule effective August 1, 2022), closed on legal holidays. What the pages do not say. The office's pages publish no discharge line and no statement of the free rule; the notices the Recorder posts concern the Declaration of Value form the Nevada Tax Commission approved after AB377 in the 2025 legislative session. A veteran asked to pay for recording an honorable discharge should cite NRS 419.020, and ask the office how a recorded DD-214 is indexed - recorded documents in Nevada are generally open to public inspection, and recording a discharge is always optional.
