Mo. Rev. Stat. 59.480 makes the recording of a discharge free and limits who may see or copy it; see the Missouri entry. The Recorder's page sets it out: "Any notice or document that is evidence of severance or transfer from military service and which contains a service record from the armed forces of the United States, including but not limited to the Department of Defense form DD214, shall be recorded, free of charge, for any person. The original document must be presented. Images of military discharge documents or copies thereof shall only be made available to an authorized party by submitting a notarized request form to the Recorder's Office, pursuant to statute 59.480... There is no fee charged for recording the original document or for certifying a copy for an authorized person." Her formatting standards exempt "Military separation papers", so no non-standard fee applies.
Marriage licence copies. The marriage licence fee list (cash or check only) prices the licence at $62 and a certified copy at $9, and lists "Military Certified Copy: Free". The page does not say who qualifies; ask the office. A party who cannot appear because of military service may apply with an Affidavit of Absent Applicant.
