The 39th Circuit Court's Veterans Treatment Court in Adrian is on the State Court Administrative Office's certified list, presided over by Judge Michael R. Olsaver, and diverts eligible veterans to a docket where each participant works with a veteran mentor and meets the judge twice a month; the county publishes no eligibility rules or referral form.
The certification. The State Court Administrative Office's certified list of veterans treatment courts, updated May 7, 2026, carries the 39th Circuit Court, Veterans Treatment Court, Lenawee County, Adrian, (517) 264-4597, Region 2 (see the Michigan entry on veterans treatment courts).
The county's description. The program is published - uniquely - on the Department of Veterans Affairs' own pages rather than the courts' (the county's court menus list only the Mental Health, Sobriety and Recovery courts). Its text: veterans "can get help for addiction and mental health issues related to their military service"; the court "diverts eligible veterans from the traditional court process to a specialized criminal court docket"; the team is "the judge, representatives from the prosecutor's office, defense bar, probation, mentor coordinator, veteran outreach coordinator and law enforcement"; every participant gets a veteran mentor who "acts as a coach, guide, role model, advocate, and support system"; and "Participants and mentors meet with the judge twice a month for scheduled review hearings to discuss successes and barriers". It is "presided over by Honorable Michael R. Olsaver", one of the two 39th Circuit judges named on the Circuit Court page (the other is Anna Marie Anzalone; the 2A District Court's judges are Laura J. Schaedler and Todd Morgan).
What is not published. No eligibility rules, no referral form and no local administrative order were found on the county's pages, the courts' pages or the SCAO list, so who the court takes and how a veteran gets in rests on calling the court at (517) 264-4597 or the department at 517-264-5335.
