Where it applies

Written for the jurisdictions listed here.

What it is. The county's own page: the Veterans' Relief Fund (VRF) "was approved for funding by the County Commissioners in October 2010 under the provisions of Michigan County Law 35.21-35.27, Act 214 of 1899", began helping applicants in April 2011 after its policies, applications and bylaws were written, and is fed by the tax levy the statute authorizes (see the Michigan entry on the county relief fund, whose soldiers' relief commission this county's department replaces). The Executive Committee reviews the grants at every meeting, sitting as the Veterans' Relief Fund Committee; an applicant may ask for a closed session to discuss the application, which the minutes of January 16, 2026 record under MCL 15.268(1)(I). The millage. The county's 2026 Tax Rate Request (Form L-4029, in the Personnel/Ways & Means packet of April 7, 2026, certified by Clerk Roxann Holloway and Chair James Van Doren) lists the Veteran's Relief line with source "PA 214 of 1899": original authorized millage 0.1000 - the statute's one-tenth of a mill - Headlee-reduced to a 0.0995 maximum, a truth-in-taxation allowable of 0.0991, and "Millage Requested to be Levied" of 0.0150, with no expiration date, on a 2026 county taxable value of $4,868,321,887. Equalization's own note says the county deliberately collects below the cap: "We don't collect the maximum amount for the County Operating millage, or Veteran's Relief millage, therefore those didn't change." The public-hearing notice for the 2027 budget, in the Board's packet of October 14, 2026, again proposes "Veterans Relief: .0150", and the draft General Appropriations Act (Resolution #2026-11) adopts ".0150; or the maximum allowable millage after applicable millage reduction under MCL 211.34d" - the Board's vote on it was not posted when read. The money. The county's monthly Fund Equity Changes reports carry Fund 293 Veterans Relief at $745,635.04 on October 2, 2025, $721,940.22 on December 31, 2025, $745,547.57 on February 28, 2026 (the restated fiscal-year opening was $721,189.08) and $695,907.25 on August 31, 2026, with fiscal 2026 levy receipts of $68,239.72 and $93,415.55 of grants paid by then. The 2027 budget line proposed for the fund is $171,364. Who qualifies. By the county's page: an honorably discharged, retired or still-active veteran with at least one day of wartime service other than training (the 38 C.F.R. 3.2 periods, with Michigan's Vietnam dates), or one day honoring with an Armed Forces, Navy or Marine Corps Expeditionary Medal; Guard and reserve members only with a DD-214 showing federal activation other than training or state emergency; Lenawee residency for the veteran or legal dependent (minor children and the unmarried surviving spouse of an eligible Michigan veteran); documented household income under the indigent limit; and documentation of an unforeseen emergency - a fire, a medical leave, a shut-off notice, a foreclosure, an eviction, a repossession - with proof of what the applicant already tried, a written explanation, and a VRF checklist. An "emergent need" is "any unforeseen circumstance... that requires immediate temporary assistance". The fund supplements other aid rather than replacing it, is temporary, covers necessary essential needs, will not rescue financial mismanagement or a bankruptcy, and must leave a reasonable expectation of recovery. No cash assistance is provided and "All payments are made directly to the vendor/creditor." The indigent income test. The Policies and Procedures revised February 9, 2024 set the ceiling by the VA geographic means test, Priority Group 8 relaxation, income year 2023 - veteran only $46,641 a year ($3,887 a month), rising to $87,946 with six dependents - and counted a sudden loss of income month by month. The revision read May 7, 2026 and approved on July 10, 2026 moved the chart to HUD's FY2025 adjusted HOME income limits for Lenawee County: veteran only $47,250 a year ($3,938 a month), $54,000 with one dependent, $60,750, $67,450, $72,850, $78,250, $83,650 and $89,050 to seven; the same revision touched the food-assistance policy and renamed the advocate's duties policy for the Veterans Relief Service Officer. The dollar caps in the authorization-agent and committee-grant-limitation policies (201 and 202) are named in the index; their figures sit in the packet scan's unread pages. The year's grants, as the minutes price them: application 25-008 requested $1,643.25 and the Authorizing Agents approved $635.59 (December 12, 2025); 26-001 approved at its full $1,597.90 and 26-002, which asked $3,369.26, approved at "the base amount of the applicant's request, contingent upon the applicant starting the process for the financial counseling class and paying all remaining associated fees", contingencies due by February 28, 2026 (January 16, 2026); 26-003 approved $1,575.47 (March 13, 2026); 26-005, a Vietnam-era application the fund's own log dated March 31, 2026 at $2,523.77 requested, approved $2,938.76, and 26-006 approved $1,982.50 (May 7, 2026); 26-007 approved $817.05 (July 10, 2026). Seven VRF applications were logged January to June 2026. The state grant next door. The department also files the Michigan Veterans Trust Fund's emergency grants (PA 9 of 1946; see the Michigan entry) and its new 65+ Peacetime Program - peacetime-era veterans with 180 days of active duty, an honorable or general discharge under honorable conditions, age 65 in the current year (a surviving spouse may apply), for utilities and shelter including home repairs, once in the turn-65 year. The year's minutes record the office's MVTF steering: nine State applications reviewed with none from Lenawee (December 12, 2025), and grants of $2,935.00, $3,390.21 and $517.64 obtained for Lenawee veterans in April and July 2026. The county posts no VRF or MVTF application form online - only an appointment-request form - and the office (517-264-5335) is the door.
