Harnett-Lee Veterans Treatment Court (Lee County residents)
Lee County veterans in the criminal courts are served by the Harnett-Lee Veterans Treatment Court, run from Lillington: a judicially managed treatment programme instead of incarceration, which its director told the Lee Board in February 2026 had graduated 136 veterans in 13 years, 25 of them from Lee County, and had 16 in the programme, five from Lee. Director Zane Campbell, 910-814-4515.
The Judicial Branch's list of operating veterans treatment courts names Harnett County's; Harnett County runs it and the catalog's Harnett County entry gives its staff and funding. Its director's report to the Lee County Board of Commissioners on February 16, 2026: "for 13 years the program has been grant funded with 2 federal grants from the Bureau of Justice ... The current budget is $562,000 per year. Alliance donates $50,000 of treatment per year. There are currently 16 veterans in the program, 5 of whom are Lee County residents. During the last 13 years, there have been 136 graduates and 12 re-offenders. Of the 136 participants, 25 were Lee County residents. Veterans Treatment Court is a judicially managed court and Veterans are referred to this court program for assistance instead of incarceration."
Funding. He asked Lee County for $150,000 a year, as Harnett had agreed to give, because one federal grant was ending and "The State does not fund any treatment court in North Carolina"; the Board noted that earmarked ARPA mental health money could be used. The Lee minutes posted through June 29, 2026 record no decision.
Entry. The court publishes no written eligibility rules. A Lee County veteran with a criminal case asks the defence lawyer about referral, or calls the court's director, Zane Campbell, 910-814-4515, or Lee County Veterans Services, 919-776-0501.
