Also called: veterans treatment court, VTC, Leavenworth, mentor, expungement, probation.
The Leavenworth County Veterans Treatment Court is a specialty court for justice-involved veterans charged with criminal offenses in Leavenworth County District Court, promoting public safety through an inter-agency, collaborative, non-adversarial treatment strategy for veterans whose mental health or substance abuse issues relate to their service.
Sessions. Proceedings are held on the first and third Thursdays of each month in Courtroom #2 in the Leavenworth Justice Center, 601 S. Third Street, hearings beginning at 2 p.m. The public is welcome.
Who is eligible. The programme is voluntary. Veterans charged with either felony or misdemeanor offenses are eligible, subject to limitations: off-grid crimes, felony sex crimes, offenses involving serious bodily harm or death, and offenses requiring interstate compact supervision are excluded, and registered sex offenders are ineligible. The average programme length is twelve to eighteen months depending on the veteran's individual needs.
Process. An interested veteran contacts the District Court Services Office to complete an application and a risk and needs assessment. Volunteer veteran peer mentors are assigned to participants as role models and advocates. A participant's treatment information is protected; all participants sign a release allowing the VA Medical Center and other providers to give the court progress reports. On satisfactory completion of all requirements the veteran attends a courtroom graduation ceremony, after which charges are officially dismissed or expunged. The court formally opened the programme on September 5, 2023. The coordinator is reachable at (913) 684-0710.
