Where it applies

Every South Carolina county has a veterans' affairs officer under section 25-11-40; see the South Carolina entry on county veterans affairs officers. Lancaster County's is a department in its own right, and its pages are published in the county's budget documents rather than on a website: the county's CivicPlus site (lancastercountysc.gov) has no veterans affairs page at all, and its staff directory does not list one. What the county's budget books say the department does. The April 15, 2026 budget workshop packet presents the department: "Number of Employees: Full-time: 4.00. Part-time: 0.00. Strategic Priority: High Performance, Resource Optimization. Highlights & Impact Data. 2024 Calls: 3,088. 2025 Calls: 4,275. 38% Increase. 2024 Client Appts: 7,214. 2025 Client Appts: 8,867. 23% Increase." Its FY2025-2026 budget was $396,755 and the FY2026-2027 request $496,249, up 25.08 per cent. Director Robin Ghent's presentation slot was filled by Sabrena Harris "on behalf of Robin Ghent". The adopted FY2027 General Fund appropriation is $288,470 in expenditures against $6,334 of State Veterans Affairs revenue, and it converts a part-time receptionist to a new full-time position ("Request includes: 1 Receptionist Salaries, benefits, OT, Travel, (FY27-610-018)"; the FY27 position list prices the receptionist at $63,887). The department's special lines: "Insurance - Other: Veterans Day Parade Insurance" ($5,215 actual in FY2025-26, $31,000 requested for FY2027) and "Special Projects: One-time $23,000 for a new DAV Van (full cost $40,000-grant matched) and $3,000 for 'The Wall that Heals'". The county's Parks Department separately lists a "Veterans Day Program" among its annual events. No page names the office's street address, so the county administration building (101 North Main Street, Lancaster) is the place to ask.
