Lake County Recorder: Free Discharge Recording, Veteran ID Card and Honor Rewards
The Lake County Recorder records a DD-214 free, gives free certified copies, and issues a veteran ID card on a photo ID and an Honor Rewards discount card, but describes the card as for an "Honorable discharge", where the statute bars only a dishonorable one.
Also called: DD-214, DD214, county recorder, veteran ID card, veterans identification card, Honor Rewards, veteran discounts, discharge.
Recording. The Lake County Recorder, 105 Main Street, Painesville (440-350-2510), records an original or certified copy of a DD-214 free, weekdays 8 a.m. to 4 p.m., mails it back within two days (or holds it for pickup), and gives free certified copies of a recorded discharge. Discharges are not public records and go only to the veteran or an authorized person under Revised Code 317.24; see the Ohio entry on county recorders.
The ID card. A veteran who has recorded the DD-214 there and shows a valid photo ID gets a photo veteran ID card showing branch, address, discharge date and the record's location, usable for discounts and for getting certified copies. The recorded discharge serves as the second identification 317.241 asks for. The page states no fee.
Where the page narrows the statute. It describes the card as showing the "honorable discharge date" and asks for a "legible Original or Certified copy of Honorable discharge". Section 317.241 refuses the card only where the discharge is dishonorable, so a veteran with a general or other than honorable discharge is eligible and should cite the section.
Honor Rewards. The Recorder also enrols veterans in Honor Rewards, a free discount card for participating Lake County businesses, online or at the office; the card arrives by mail in one to two weeks.
