Where it applies

Written for the jurisdictions listed here.

The 19th Judicial Circuit runs the Veterans Treatment and Assistance Court (VTAC) under 730 ILCS 167; see the Illinois entry. Started in 2011 as part of the Therapeutic Intensive Monitoring (TIM) Court with the drug and mental health courts, it was certified by the Supreme Court of Illinois in July 2020, when it had served 149 participants and graduated 84. Adult Probation's TIM Unit supervises participants and a probation officer coordinates the court; VA, the State's Attorney, the Public Defender and treatment providers sit on its team, and veteran volunteers mentor participants. The Veterans Assistance Commission reported five veterans in the court in September 2025. Who. The circuit's own pages publish no criteria. The County's 2018 brochure lists: an honorable or general discharge after completing boot camp, a service-related disability or current active duty; a probation- or supervision-eligible felony, misdemeanor, DUI or petty offence; the victim's consent for a crime against a person, excluding violent offences with serious injury or death; participation before or after a plea; and willingness to take part, preferably with eligibility for veterans benefits. The State act sets no discharge test, so a veteran with another discharge should still ask; it does bar a charged crime of violence and a violent conviction within five years. How to ask. Through defence counsel or the Public Defender, or Adult Probation Services, 215 West Water Street, Waukegan (847-377-4504).
