The affidavit. Environmental Health's "Affidavit for a Veteran's Fee Exemption for the Public Health Permit to Operate a Food Business" rests on Business and Professions Code section 16102, "which allows every Soldier, Sailor or Marine of the United States, who has received an honorable discharge or a release from active duty under honorable conditions from such service, may hawk, peddle, and vend any goods, wares or merchandise owned by him, (except spirituous, malt, vinous or other intoxicating liquor), without payment of any license, tax, or fee whatsoever, whether municipal, county or state." It is "to be filed with the County Health Department in conjunction with the application for a Public Health Permit to operate a food sales business." What it asks. The establishment and the veteran owner; a description of the food and the facility; any business arrangements with others (ownership of products, franchise, consignment, commissions, employees); the food suppliers; proof of ownership (a lease, business licence or Board of Equalization permit); the veteran's driver's licence; the branch (the form lists the Army, Navy, Marine Corps, Air Force, Coast Guard and Public Health Service); and "a copy of Honorable Discharge or other evidence of honorable release". The applicant initials that selling alcohol rules the exemption out and signs under penalty of perjury; Environmental Health approves or disapproves it. What it covers. The permit fee only: the permit itself, the plan check and the health code still apply. Section 16102 reaches goods the veteran owns, which is why the form asks about consignment and commissions. See the California entry for the State's other veteran licence fee exemptions (sections 16001.7 and 16001.8). Where.
