Kentucky State Park Free Camping for Former Prisoners of War

A resident former POW camps free in any Kentucky state park or campground, with no annual limit, no peak-period restriction, and no rating requirement.

Also called: prisoner of war, POW, KRS 148.0211, free camping, state parks, campground, no limit.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

KRS 148.0211 is short and unusually generous. Any veteran who has been a prisoner of war, was honorably discharged, and is a resident of Kentucky is exempt from camping fees in parks or campgrounds owned or operated by the Commonwealth. What is absent from the section is the point. There is no disability rating requirement. There is no annual cap on nights. There is no peak-period restriction and no Sunday-to-Thursday rule. There is no ten-day booking window. All of those constraints belong to KRS 148.0212, the separate exemption for totally disabled veterans, and none of them is imported here. A former POW resident in Kentucky camps free, as often as they like, whenever there is a site. The one narrowing is the kind of accommodation. This exempts camping fees. Lodge rooms and cottages are not camping, and the free-lodging benefit for those is KRS 148.0212 with all of its limits. The credential process runs once, not per visit. Under subsection (2) the veteran forwards to the Department of Parks either a copy of the military separation form or a letter from one of the military services or VA, together with written proof of residence. The department then mails a card certifying the exemption. Present that card at the campground. The Department of Parks' public guidance describes accepting the VA-issued POW card at check-in. KRS 148.0212(5) makes the stacking explicit: the disabled-veteran lodging exemption shall not limit the benefits of someone also eligible under this section. A Kentucky resident who is both a former POW and rated one hundred percent permanent and total holds both - unlimited free camping here, and three free lodging stays a year there. Kentucky's state parks also run a general military discount with no rating and no POW status required, at fifteen percent off lodge rooms and cottages and ten percent off camping. A POW using the free camping exemption has no need of it for a campsite, but it applies to a lodge room.

Thresholds

GateRule
No disability rating requiredKRS 148.0211 requires prisoner of war status, an honorable discharge, and Kentucky residency. No rating appears anywhere in the section, so the rating filter never hides this entry.
Prisoner of war status and honorable dischargeThe veteran must have been a prisoner of war and must have been honorably discharged from the military forces. Proof is a copy of the separation form, or a letter from one of the services or the United States Department of Veterans Affairs.
Kentucky residency requiredThe exemption reaches residents of the Commonwealth, and written proof of residence must be sent to the Department of Parks with the service documentation.
No annual limit and no peak-period restrictionUnlike the exemption for totally disabled veterans under KRS 148.0212, this section caps nothing. There is no maximum number of stays, no three-night limit, no Sunday-to-Thursday rule during peak periods, and no ten-day reservation window.
Camping fees only, and the card is issued onceThe exemption covers camping fees in parks or campgrounds owned or operated by the Commonwealth. Lodge rooms and cottages fall under KRS 148.0212 instead. The Department of Parks mails a certifying card once the documentation is accepted, and that card is what is presented at check-in.
