KRS 40.340 establishes the Kentucky Homeless Veterans Program and a Homeless Veterans Service Coordinating Committee within the Department of Veterans Affairs.
The program assists veterans who are homeless or at imminent risk of homelessness. What it does in practice, per KDVA, is meet immediate needs including food, clothing, and shelter; refer veterans to providers across the state; and provide assistance with rent and utilities. The referral function is as much of the value as the money, because the committee's job is connecting a veteran to the network of federal, state, and local providers rather than being the sole source of help.
Eligibility is honorable discharge. No disability rating is required at any point, and there is no minimum period of Kentucky residence stated. This is one of the few Kentucky programs that reaches a veteran with no rating at all, which is worth saying plainly because a veteran in crisis often assumes state help requires a rating.
To apply, submit the Veteran Grant Application to [email protected]. KDVA's homeless veterans program line is 502-401-6154, and the department's main line is 502-564-9203. A veteran who is unsure where to start should contact a KDVA Veterans Benefits Field Representative, who are located across the Commonwealth and cost nothing.
Two things to understand about scale. This is grant assistance for immediate need, not a housing program; it does not place a veteran in permanent housing by itself. And it is separate from the federal VA's homelessness programs - HUD-VASH vouchers, Supportive Services for Veteran Families, and the National Call Center for Homeless Veterans at 877-4AID-VET - which are generally the larger resource. Pursue both; the state grant is often the bridge that holds a tenancy together while a federal application is processed.
A veteran in immediate crisis should use the Veterans Crisis Line, 988 then select 1, or text 838255.
Thresholds
| Gate | Rule |
|---|---|
| No disability rating required | Eligibility is honorable discharge and being homeless or at imminent risk of homelessness. No rating is involved, so the rating filter never hides this entry, and a veteran with no rating at all qualifies. |
| Homeless or at imminent risk of homelessness | The program reaches veterans who are already homeless and those at imminent risk, which means a veteran facing eviction or utility shutoff should apply before the loss rather than after. |
| Immediate needs, referral, and rent or utility assistance | Assistance covers immediate needs including food, clothing, and shelter, referral to providers across the state, and help with rent and utilities. It is grant assistance for immediate need rather than a permanent housing placement program. |
| Apply by email with the Veteran Grant Application | Submit the Veteran Grant Application to [email protected]. A Kentucky Department of Veterans Affairs benefits field representative can help at no charge, and the federal VA homelessness programs should be pursued in parallel through the National Call Center for Homeless Veterans. |
