Kootenai County's page: "Applications accepted only between January 1st and April 15th." Its qualifying categories include "Veteran with at least 10% service connected disability, or receiving VA pension for a nonservice-connected disability." How. Apply at the Assessor's office in Coeur d'Alene within the window, with proof of the rating or pension; the benefit reduces the property tax on an owner-occupied home up to the State's annual maximum. A veteran rated 100% or paid at 100% for unemployability can have both the $1,500 veterans benefit and this reduction: Idaho Code 63-705A(1) grants the first "regardless of any reduction received under section 63-705", capping the two together at the actual tax.
