The board. Resolution No. 2022-187 established the Veterans Advisory Board "to advise the county legislative authority on the needs of local indigent veterans, the resources available to the local indigent veterans, and programs that could benefit the needs of local indigent veterans and their families" (RCW 73.08.035). The October 7, 2025 resolution adopting the bylaws and amending membership records the board's September 11, 2025 approval and changes the composition "from 5 members, 2 alternates, and one commissioner to 5-7 members, 2 alternates, and one commissioner allowing the board to recruit up to 2 additional members if they see fit"; all members must be veterans as RCW 73.08.035 states. The bylaws direct the board to "collaborate with the Kittitas County Public Health Department Veteran Services Program and the Board of County Commissioners to provide recommendations to the BOCC on services needed for local indigent veterans as in accordance with RCW 73.08.010(1)", to serve as "a review board on the effectiveness of current services", and to review its purpose and duties annually. The February 3, 2026 resolution (R2026-021 on the agenda) adopted the bylaws again with the Public Health Human Services Division's expanded conflict-of-interest section - its recorded copy's operative clause mistakenly reads "Homelessness and Affordable Housing bylaws", the bylaws attached being the Veterans Advisory Board's. The present board, per the county's board page: William DeHaven (US Army), Ruben Cardenas (US Army), Ronald Ness (US Navy & Army National Guard), Ed Barry and Russell Colmore, alternates Christopher West and Kristin Ashley, and Commissioner Brett Wachsmith as chair (non-voting), two seats vacant; Emma Madland, Human Services Administrative Specialist, 509-933-8309, is the clerk. The board meets quarterly (March, June, September and December) on the second Thursday at 9:00 a.m., in the BOCC Conference Room or the Public Health Conference Room at 507 N Nanum, with WebEx remote access; the page lists the December 11, 2025, January 28, February 18, March 12, June 11 and September 10, 2026 meetings. The Commissioners. District 1 Jeff Leichleiter (term 2025-2028), District 2 Laura Osiadacz, District 3 Brett Wachsmith; 205 W 5th Ave, Suite 108, Ellensburg; 509-962-7508, fax 509-962-7679; [email protected]. The window's 46 interactive agendas (October 2025 through November 2026) were read; the veteran items: - October 7, 2025: "Request to Approve a Resolution Adopting the Veterans Advisory Board Bylaws and Amending the Membership" (the resolution and the bylaws among the meeting's Weblink files). - November 4, 2025: the proclamation "Veterans Day November 11, 2025". - February 3, 2026: "Request to Approve a Resolution Adopting the Veterans Advisory Board Bylaws" (R2026-021, with the expanded conflict-of-interest section). - November 3, 2026: "Proclamation Recognizing Veterans Day". No veteran benefit was adopted, narrowed or repealed; the items are the board's bylaws and the proclamations. The county's Laserfiche Weblink (records.co.kittitas.wa.us) holds the resolutions and the bylaws as "Supporting documentation" under each meeting.
