Kenai Peninsula Borough: American Veterans’ Land Sale Credit (60 percent, once)
An Alaska resident veteran discharged other than dishonorably, or serving now, can take a credit of 60 percent of the purchase price of one parcel of borough-selected land offered for lottery sale, once in a lifetime. The surviving spouse of a veteran who died of a service-connected condition qualifies too.
Also called: land sale, lottery, veterans land credit, 60 percent, KPB 1.30.010, KPB 17.10.120, Land Management, surviving spouse.
KPB chapter 1.30, "Veterans' Land Sale Credit", grants "an American veterans' land credit equal to 60% of the purchase price of any single selection of borough-selected lands offered for lottery sale" to an American veteran who is a resident of Alaska (KPB 1.30.010(A)). The borough's land sale terms make a sale subject to the credit "when applicable" (KPB 17.10.120).
Who qualifies (KPB 1.30.020). A person "who served in the active military, to include any branch of the armed forces, as defined in 38 CFR 3.1(a), and who was discharged or released therefrom under conditions other than dishonorable, or is presently serving"; and the surviving spouse of a veteran who died of a service-connected condition (38 CFR 3.1(k) and (m)) who meets 38 CFR 3.50.
Limits. The credit may be claimed only once in a lifetime and is taken instead of any other credit the sale ordinance offers other purchasers (KPB 1.30.010(B)). It applies to land offered by lottery; a parcel sold by sealed bid, auction or over the counter is not described in the chapter, so ask the Land Management Division how a given sale is offered before counting on it.
