Kay County Board of County Commissioners: the Veterans Exemption tax-roll corrections and the assessor's exemption FAQ
The Kay County Board of County Commissioners (Shane Jones, Jason Shanks and Jeff Kreger; Mondays and other weekdays 9:30 a.m. at the Newkirk courthouse) carried one veteran line in the window: the January 12, 2026 minutes' Board of Tax Roll Corrections item correcting values for '#8607 Galindo, Pablo, this account has Veterans Exemption'; the County Assessor's Exemptions & Valuation Freeze FAQ carries the '100% Disabled Veteran's Exemption' filing route 'at any point throughout the year'; no benefit was adopted, narrowed or repealed.
Also called: Board of County Commissioners, Shane Jones, Jason Shanks, Jeff Kreger, Board of Tax Roll Corrections, Veterans Exemption, 100% Disabled Veteran Exemption, Janell Leaming, Staci Belair, homestead, valuation freeze, Newkirk, Ponca City, Newkirk, Ponca City, Blackwell, Tonkawa, Kaw City, Braman, Kildare, Nardin, Peckham, White Eagle.
The board. Three commissioners - Shane Jones (District 1, Ponca City, 580-765-3237), Jason Shanks (District 2, Newkirk, 580-362-2231) and Jeff Kreger (District 3, Blackwell, 580-363-0160) - meet at 9:30 a.m. in the Commissioners' Office inside the Kay County Courthouse; the Agenda Center posts every agenda and minutes PDF. The window's 176 files of 2025 and 2026 were downloaded and read whole; the rest of the minutes files on the center are the Kay County Justice Facilities Authority's, and they carry no veteran line.
The veteran item. January 12, 2026 minutes, the Board of Tax Roll Corrections: "#8607 Galindo, Pablo, this account has Veterans Exemption, therefore, correcting the values for tax year 2025" - alongside corrections for accounts "never in business" and "double assessed". The item is the county's own machinery applying the exemption the State entry describes, not a new benefit.
The assessor's route. The County Assessor's page (Janell Leaming, appointed effective January 1, 2022, in the office since 2010; 1st Deputy Staci Belair; 580-362-2565, fax 580-362-3668, Monday to Friday 8 a.m. to 4:30 p.m.) carries an "Exemptions & Valuation Freeze" FAQ whose questions include "What is the Veteran's exemption?" and "How do I apply for the Veteran's exemption?", and whose answer text says the office takes applications "to file homestead exemption and/or the 100% Disabled Veteran's Exemption at any point throughout the year which will be applied to the qualifying year" - the additional homestead and the senior valuation freeze, by contrast, "can only be filed, if applicable, between January 1 and March 15". The FAQ's income lists for the additional homestead include "Veteran's disability compensation" among the income counted. The State entry carries the exemption statutes (Okla. Const. art. X, section 6A and the Form 998 route).
