Texas counties may run veterans county service offices under Government Code chapter 434, subchapter B; see the Texas entry. Kaufman County's page: "The County Veterans Service Officer has a compassionate understanding of the problems, which confront veterans, widows, widowers, and children." The officer "knows the extent, the meaning and the application of laws that have been passed by the U.S, Congress in the interests of veterans and their dependents" and the VA rules that carry them out, and "will apply specialized knowledge in the best way suited to the needs of every individual veteran or other beneficiary who comes to the office for assistance."
The page's how-tos: requesting military records, getting a Veterans Land Board loan application or an application for the State Veterans Homes, finding the nearest VA facility, and what to know before using a non-VA emergency room.
