Kanawha County: Veterans Service Officers and discharge recording
Kanawha County has no county veterans office; the state benefit office in South Charleston carries the claims work with four named officers, and the county clerk records service discharges at no charge by statute.
Also called: VSO, South Charleston, Bernardo Brooks, Vera McCormick, DD-214, 59-1-10, 7-1-3LL.
For: Veteran or service member, spouse, child, survivor.
Kanawha County's own government runs no veterans service office - its site search for "veteran" and for "DD-214" returns nothing, and its departments list carries no veterans office - so the veterans service function is the West Virginia Department of Veterans Assistance's Charleston Benefit Office, at 300 Technology Drive, Suite 201, South Charleston, WV 25309, phone (304) 746-4497, fax (304) 746-4601. Its service officers are Bernardo Brooks, Joseph Samples, Brent Monday and Nathan Utt, with veterans service officer assistant Brooke Lacey, serving Kanawha, Putnam and Fayette Counties. The department's services are, in its own words, "absolutely free to the Veteran". The department's headquarters is itself in the county, at 1900 Kanawha Boulevard East, Building 5, Room 205, Charleston.
Discharge papers. County Clerk Vera J. McCormick's office, 409 Virginia Street East, Charleston, (304) 357-0130, Monday to Friday 8 a.m. to 5 p.m., records discharges under Code 7-1-3LL, which keeps them confidential, and charges nothing: Code 59-1-10(a)(5) sets "No charge for a service discharge record." The clerk's own page does not mention the practice, so the statute and the statewide fee schedule are what a refused veteran should cite.
The county commission's records for the year read contain no veteran items at all: twenty-seven meetings of agendas and minutes, thirty-two of the forty-nine files image scans read by OCR, produced zero veteran, military, legion or VFW mentions, and six meetings had no minutes posted when read. The county has no code of ordinances on Municode, which carries West Virginia municipalities only.
Kanawha County is the Eighth Judicial Circuit, its only county, and its adult drug court, established 2009, carries a veterans treatment court track - see the county's veterans treatment court entry.
