Johnston County Register of Deeds: Free DD-214 Recording and Thank A Vet Card
The Johnston County Register of Deeds records discharges and gives copies to authorised people free, in person and on the State forms, and gives veterans who record their discharge a Thank A Vet photo ID card for discounts at participating county businesses.
Also called: DD-214, discharge, Register of Deeds, Thank A Vet, veteran ID card, veteran discount, 47-113.2, Smithfield.
The discharge. Recording is the State's free service; see the North Carolina entry. The Johnston County Register of Deeds sets out G.S. 47-113.2 in detail: discharges must be presented in person by an authorised party, with the State's presentation form, as an original or a government-certified copy; copies must be requested in writing on the State's form; and "there shall be no fee charged for certified or uncertified copies of military discharge documents when requested by an Authorized Party". Its list of authorised parties follows the statute, though it omits the widow or widower asking in their own right, which G.S. 47-113.2(b)(1) allows, and still names the "NC Division of Veteran Affairs". The page also cites the scope section as "GS 47-13.2(a)"; it is 47-113.2(a).
Thank A Vet. The county veterans office describes the Register of Deeds' Thank A Vet programme, which encourages veterans to record their discharge by giving them a Thank A Vet photo ID card entitling them to discounts or incentives from participating Johnston County businesses, listed by the Register of Deeds.
