Jefferson County Commissioners: Memorial Day Appropriation to Veterans Organizations (Revised Code 307.66)
The Jefferson County Board of Commissioners appropriates monies to the county's veterans organizations for Memorial Day expenses under Revised Code 307.66 - in 2026, $500 to Mingo American Legion Post #351, 209 Penn Avenue, Mingo Junction, moved May 7, 2026.
Also called: Memorial Day, 307.66, appropriation, American Legion, Mingo, Post #351, Bob Smith, Commissioners, Morelli, Timmons, Kleineke, Steubenville, Wintersville, Toronto, Mingo Junction, Brilliant, Dillonvale, Amsterdam, Richmond.
The Board's own record. The May 7, 2026 and May 14, 2026 journals carry "THE MATTER OF MEMORIAL DAY EXPENSES-VETERANS AND CIVIC ORGANIZATIONS IN JEFFERSON COUNTY": "Mr. Morelli moved as per Ohio Revised Code Section 307.66, the following named Veterans Organization be appropriated monies to assist with Memorial Day Expenses: Mingo American Legion Post #351, 209 Penn Avenue, Mingo Junction, Ohio 43938, Bob Smith, Commander - $500.00. Mr. Timmons seconded. Roll call - Mr. Morelli, Yes; Mr. Timmons, Yes; Mr. Kleineke, Yes."
The statute. Revised Code 307.66 lets a board of county commissioners appropriate up to $500 to any "organization of veterans" within the county for "appropriately observing Memorial Day"; the organizations named are the Grand Army of the Republic and its allied orders, the American Legion, the Veterans of Foreign Wars, the AMVETS, the Disabled American Veterans, the Catholic War Veterans and "any other veterans organization". The appropriation is a grant to the post, not an individual benefit; a veteran needing help asks the post.
The same Board year carries the American 250 Committee's Veterans Memorial work in the courthouse (December 30, 2025 update; ribbon cutting set for January 8, 2026) and the Gold Star Bridge reflective sign for Vietnam veteran Jerry Lee Jackson (January 15, 2026), recorded in the county's header.
