Jackson County Assessment Department: Disabled Prisoner of War Exemption
Jackson County's Assessment Department takes notarised applications for the Missouri Constitution's homestead exemption for a former prisoner of war with a total service-connected disability; once approved it applies every later year. The form calls the disability one hundred percent, where the Constitution says total.
Also called: prisoner of war, POW, ex-POW, homestead, property tax, Article X, section 6, Special Assessment, assessor.
The exemption is the State's, under Article X, section 6 of the Missouri Constitution; see the Missouri entry. In Jackson County the Assessment Department's Special Assessment unit takes the application, at 1300 Washington Street, Kansas City ([email protected]; 816-881-1752).
The form. The County's Disabled POW Exemption application (the 2025 edition is the one posted) asks for the owner's details and parcel number and three documents: proof or a sworn affirmation that the applicant lives in the homestead as a primary residence; a letter from the U.S. government or VA showing a service-connected total disability; and a DD-214 showing ex-prisoner of war status, or a National Archives or VA letter saying the applicant is a former prisoner of war. The applicant signs before a notary. Once approved, the exemption "will apply to all future years".
Where it narrows the Constitution. The form's explanation says the applicant must have become "one hundred percent disabled" as a result of service. Article X, section 6 says "a total service-connected disability". VA also pays at the total rate on individual unemployability, so a former prisoner of war paid at that rate should send the VA letter showing it and ask the Assessment Department to decide on the constitutional words.
A confusing page. The Special Assessment page says "Jackson County does not offer any exemptions for individual property owners" on the same page that links the prisoner of war application. The exemption is for an individual owner and comes from the Constitution, not the County, so the sentence does not apply to it. The page also says 2026 exemption applications had to be filed by March 31, 2026; the prisoner of war form itself names no deadline.
