Island County Assessor: Senior, Disabled and Disabled Veteran Exemption
The Island County Assessor's exemption page still gives the veteran route as an 80% combined evaluation or a total disability rating regardless of percentage, with a $54,000 income figure. For 2027 the floor is 40%, and Island's income thresholds rise to $56,000, $66,000 and $75,000.
Also called: property tax, assessor, 84.36.381, senior exemption, disabled veteran exemption, 40 percent, individual unemployability, combined disposable income, deferral, Just Appraised, Coupeville, Oak Harbor, Camano Island, Whidbey.
The exemption is the State's; the Washington entry explains it. The Island County Assessor takes new applications through an online portal and renewals or changes of status on paper or by phone (360-678-7853, Kayla Perez), at 1 NE 7th Street, Suite 208, Coupeville or the Camano Annex at 121 NE Camano Drive.
What the page says. As of December 31 of the year before taxes are due, the applicant must be 61 or older, retired from gainful employment because of a disability, or "a veteran of the armed forces of the United States receiving compensation from the United States Department of Veterans Affairs" at "a combined service-connected evaluation rating of 80% or higher" or "a total disability rating for a service-connected disability without regard to evaluation percent". The page carries an older income figure - combined disposable income not exceeding $54,000, "Income Threshold 3 or less" - and says the thresholds are reevaluated every three years, with the next adjustment in 2026.
What applies from 2027. Chapter 200, Laws of 2025 cut the evaluation needed to 40% for taxes collected in 2027 and after, which turn on the veteran's rating and income in 2026; the total-disability route, which reaches a veteran paid at the 100% rate for individual unemployability, stays. For 2027 to 2029 the Department of Revenue sets Island's thresholds at $56,000, $66,000 and $75,000, with $83,899 for the deferral programme, and chapter 163, Laws of 2026 takes Combat-Related Special Compensation out of the income counted. A veteran rated 40% to 70% should apply for 2027 and ask the Assessor for a form that reflects the 40% floor.
