Where it applies

Written for the jurisdictions listed here.

The Town of Ipswich grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The Assessor’s Office names Emily Behn the Chief Assessor at Town Hall, 25 Green Street (978-356-6603); the Board of Assessors’ page names Mary-Louise Ireland the chairperson and Nancy Papows and David Feldman the members, the years beside their names reading 2025 and 2024, and the office page adds Sean McFadden. The Tax Deferrals & Exemptions page counts disabled veterans among those the board grants exemptions, files the applications on the state’s Form 96, and points to the assessors’ Tax Options Table for the amounts and the documentation. The Tax Options Table for fiscal 2027 prints $846 under clauses 22a, 22c and 22d - a veteran with a 10 per cent service-related disability, a Purple Heart recipient, a surviving spouse or a Gold Star parent - $2,114 under 22E for a 100 per cent service-related disability, and full exemption under 22D and 22F, with no 22B line. $846 and $2,114 are the statutes raised by both years’ adjustments ($845.43 and $2,113.57) rounded up and doubled, what clauses 22I and 22J at 100 per cent produce; the table footnotes the fiscal 2027 adjustment of 2.7 per cent (IGR 26-2) but names no acceptance, and no vote was found on the town’s site, so the entry asks the assessors which option the town has accepted. The town’s Veterans’ Services and Veterans pages redirect to the Eastern Essex District Department of Veterans’ Services site, eessexvets.com, which answers a Cloudflare challenge that does not clear, so the district was read through the Internet Archive’s captures, the newest April 18, 2024: the district serves Essex, Georgetown, Ipswich, Newbury, Rowley and West Newbury from the lower level of Ipswich Town Hall, 25 Green Street (978-356-6699), by appointment. The Tax Options Table names the Veterans Agents Office at the same number, and the EOVS directory’s September 7, 2026 row lists Steven Bohn there ([email protected]), matching the district’s own pages. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Eastern Essex District Department of Veterans’ Services: Steven Bohn (EOVS directory). Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

A VA rating, a decoration, or a surviving relativeClause 22 reaches a veteran rated 10 percent or more, a Purple Heart recipient, a Gold Star parent and the spouse or unmarried surviving spouse; 22A to 22E turn on named losses, decorations, a 100 percent rating or specially adapted housing. The rating filter does not hide this entry, because several routes need no rating.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
