Idaho has seven veterans treatment courts, run by the district courts as Idaho Supreme Court treatment courts: Kootenai (Coeur d'Alene), Nez Perce (Lewiston), Canyon (Caldwell), Ada (Boise), the Fifth District's in Twin Falls, Bannock (Pocatello) and the Seventh District's in Idaho Falls. No statute names them or says who may enter; each court sets its own admission rules, and they differ on discharge.
Also called: veterans court, veterans treatment court, VTC, treatment court, problem-solving court, 19-5601, Idaho Supreme Court, district court.
The law behind them. Idaho has no veterans court statute. The Idaho Drug Court and Mental Health Court Act (Idaho Code 19-5601 to 19-5610) lets the district court in each county set up a drug court (19-5603) and a mental health court (19-5609) under standards from the Supreme Court's coordinating committee (19-5606), with funding through the Supreme Court (19-5607) and a participant fee (19-5608). "No person has a right to be admitted into drug court", and each court "shall determine the eligibility of persons who may be admitted" after a substance abuse and a criminogenic risk assessment (19-5604). The Act never mentions veterans. The Supreme Court's treatment courts page lists "Veterans Treatment Court - Supports justice-involved veterans with substance use or mental health disorders" among Idaho's treatment court types, which operate "in every judicial district, supported by statewide standards".
Where they are. The Supreme Court's statewide judge and coordinator list of May 21, 2026, and the district sites read 2026-10-23:
- First District, Kootenai County, Coeur d'Alene: Judge Tristan Poorman; coordinator Winford "Buddy" Winters (the list gives 208-466-1099, the county's page 208-446-1099).
- Second District, Nez Perce County, Lewiston: Judge Victoria Olds; coordinator Al Halsey, 208-790-1748.
- Third District, Canyon County, Caldwell: Judge Matt Bever; coordinator Sue Hill, 208-455-6006.
- Fourth District, Ada County, Boise: Judges Lynn Norton and Joe Borton; coordinator Kim Crystal, 208-287-7670.
- Fifth District, Twin Falls: Judge Rosemary Emory; coordinator Israel Enriquez, 208-736-4122.
- Sixth District, Bannock County, Pocatello: Judge Rick Carnaroli; coordinator Connie Flatten, 208-236-7010 (the district's page gives 208-223-4929).
- Seventh District, Idaho Falls, for Bonneville County: Judge Jason Walker; coordinator Teri McDowell, 208-529-1315 ext. 5362.
The rules differ by court. Kootenai: "Nature of separation from the military is not a disqualifier, an applicant need only have served in some previous capacity", with a pending misdemeanour or felony, a substance, mental health or trauma condition, residence in Kootenai County and a DD-214. Nez Perce: "Discharge status is reviewed as part of eligibility", for veterans on felony or misdemeanour supervision, at least 17 months, and "Anyone may refer a person to the program." The Fifth District's handbook asks for 180 consecutive days of active duty and VA health care eligibility and excludes bad conduct and dishonourable discharges. Ada takes county residents facing felony charges tied to substance use or a treatable condition and excludes violent and sex offences. Canyon and Bonneville publish no rules. The county entries in this catalog give each court's own words.
How to get in. A defence lawyer, prosecutor, judge, probation officer, the jail or the VA's Veterans Justice Outreach coordinator refers the veteran to the court's coordinator; most courts then screen, assess risk and need, and take a guilty plea before admission. No VA rating is needed.
