Iowa Hunting and Fishing Licenses for Veterans

A $5 annual fishing or combined hunting and fishing licence for any Iowa resident who served on federal active duty, and a $5 lifetime version for one who was disabled or a prisoner of war, where a nought percent rating counts as disabled. The state veterans department publishes a $7 figure and the wrong eligibility test, and the administrative fee table still shows $59.50 for a licence the legislature cut to $5 in June 2026.

Where it applies

Written for the jurisdictions listed here.

Iowa's outdoor licence benefits for veterans are among the most generous anywhere and the published figures are in three different states of currency. This entry sorts out which number is real. The everyday one: $5 a year, no disability needed. Section 483A.24, subsection 21 requires the department, on payment of a fee "not to exceed five dollars" set by rule, to issue an annual armed forces fishing licence or annual armed forces hunting and fishing combined licence "to a resident of Iowa who has served in the armed forces of the United States on federal active duty." No disability, no wartime period, no minimum length of service, no discharge characterisation in the subsection at all. The fee rule, 571 Iowa Administrative Code 15.10(1), paragraphs "jj" and "kk", sets both at $5. Compare the ordinary prices in the same rule: a resident annual fishing licence is $21 and a resident annual combination hunting and fishing licence including the wildlife habitat fee is $55.50. So $5 for the combined licence is the single best recurring value in this file for an Iowa veteran who fishes or hunts, and it needs no rating. The lifetime one: $5, once, but it needs disability or prisoner of war status. Section 483A.24, subsection 16 issues a lifetime fishing licence or lifetime hunting and fishing combined licence to an Iowa resident "who has served in the armed forces of the United States on federal active duty and who was disabled or was a prisoner of war during that veteran's military service." The subsection defines the term: "As used in this subsection, 'disabled' means entitled to a service connected rating under 38 U.S.C. ch. 11." Entitled to a rating. A nought percent service-connected rating satisfies that on its face, which makes this one of the lowest disability thresholds in the whole catalog. Rule 15.10(1), paragraphs "g" and "p" set both lifetime licences at $5. Against $55.50 a year for the combined licence, that is the largest single benefit in this entry. What the state veterans department publishes about this is wrong twice. Its state benefits page says: "Veterans can receive a lifetime hunting or fishing license for a $7.00 fee. In order to qualify, the Iowa resident must have served on active federal service." The fee in the current rule is $5, not $7. And "served on active federal service" is the test for the annual licence in subsection 21, not for the lifetime licence in subsection 16, which additionally requires disability or prisoner of war status. A veteran with no rating who asks for a lifetime licence on the strength of that sentence will be refused, and a veteran with a rating who is quoted $7 is being overcharged against the rule. Take the rule and the statute to the counter. The lifetime fur harvester licence, where the rule is now out of date by statute. Section 483A.24, subsection 17 gives a lifetime fur harvester licence to a resident who served on federal active duty and was disabled during military service, with the same nought percent definition of disabled. 2026 Iowa Acts chapter 1161 (S.F. 2471, approved June 2, 2026) amended the subsection to strike the rule-setting authority and fix the fee in statute: the licence issues on "payment of a fee established by rules adopted pursuant to section 483A.1 of five dollars, and any processing fee". Five dollars plus a processing fee. The administrative fee table has not caught up. Rule 571 Iowa Administrative Code 15.10(1), paragraph "aa", as published, still prices the lifetime fur harvester licence for a disabled veteran at $59.50. The statute was amended after that rule page was published and the statute governs. If a licence agent quotes $59.50, the answer is 2026 Iowa Acts chapter 1161. For comparison, the annual resident fur harvester licence is $25 and the lifetime version for a person 65 or older is $62. The lifetime trout licence, where there is no veteran discount at all. Section 483A.24, subsection 20 issues a lifetime trout fishing licence to a person at least sixty-five years of age "or to a person who qualifies for the disabled veteran homestead credit under section 425.15", now section 425.1, subsection 2, paragraph "b" following the 2026 property tax act. Rule 15.10(1) then prices it: paragraph "hh", lifetime trout for a person 65 or older, $66; paragraph "ii", lifetime trout for a disabled veteran, $66. The same figure. The veteran gets access to the lifetime option, not a lower price, and the annual trout fishing fee is $13, so the lifetime licence pays for itself only after about five years. Say so plainly rather than listing it as a discount. Note also how narrow the gate is: the trout licence route requires qualifying for the disabled veteran homestead credit, which needs a permanent 100 percent rating, individual unemployability paid at the 100 percent rate, a VA-grant-acquired home, or DIC. A nought percent rating gets the $5 lifetime combined licence and does not get the lifetime trout licence. The new deer licence, 2025. Section 483A.8D, created by 2025 Iowa Acts chapter 73 (H.F. 885, approved May 6, 2025): "A disabled veteran who is a resident may be issued one any sex deer hunting license to hunt deer during any established firearm deer hunting season using the method of take authorized for the season being hunted", and "A person may obtain a license under this section in addition to any other deer hunting license for which the person is eligible." An any-sex tag, valid in any firearm season, on top of whatever else you qualify for. A resident any-sex deer tag is $31.50 under rule 15.10(1), paragraph "q", and any-sex tags are the scarce ones. The section defines its own disability test, and it is a third variant: "'disabled veteran' means a person who has served in the armed forces of the United States on federal active duty and who was disabled during the veteran's military service, as verified by the department of veterans affairs." Not "entitled to a service connected rating", just disabled during service as verified by the veterans department. Applicants complete a form providing proof of resident and disability status. The same act raised the nonresident wild turkey licences from 75 to 125 and increased the allocation reserved for disabled veterans and disabled service members from 25 to 75. No licence at all while on leave, with a proof requirement that Iowa's own tax law undercuts. Section 483A.24, subsection 7: "a person who is on active duty with the armed forces of the United States, on authorized leave from a duty station located outside of this state, and a resident of the state of Iowa shall not be required to have a license to hunt or fish in this state. The military person shall carry the person's leave papers and a copy of the person's current earnings statement showing a deduction for Iowa income taxes while hunting or fishing. In lieu of carrying the person's earnings statement, the military person may also claim residency if the person is registered to vote in this state." The contradiction is worth knowing before a conservation officer asks. Section 422.7, subsection 29 subtracts all active duty military pay from Iowa taxable income, so an Iowa-resident service member may well have no Iowa withholding on their leave and earnings statement to show. The voter registration alternative in the last sentence is the way through; register to vote in Iowa if you intend to use this exemption. If you take a deer or a wild turkey under it, "the military person shall immediately contact a state conservation officer to obtain an appropriate tag to transport the animal." Refunds for deployment, and two versions of the rule. Section 483A.24A: "Notwithstanding any provision of this chapter to the contrary, a service member deployed for military service, as defined in section 29A.1, subsection 3, shall receive a refund of that portion of any license fee paid by the service member representing the service member's period of military service." Any licence fee, and the word is "shall". The department's rule at 571 Iowa Administrative Code 15.6(2) is narrower: it addresses only deer and turkey licences, for a member "either deployed or activated for a national or state emergency", with a written refund request within 90 days of the last date of the season. Where the statute and the rule differ, cite the statute, and file the written request inside 90 days anyway. Nonresident disabled veteran hunts. Section 483A.24, subsection 5 reserves 75 nonresident deer licences and 75 nonresident wild turkey licences for nonresidents who served on active federal service and were disabled during service, or are serving and have been disabled, "to enable the disabled person to participate in a hunt that is conducted by an organization that conducts hunting experiences in this state for disabled persons." Here the threshold is different again: "'disabled' means entitled to a service connected rating under 38 U.S.C. ch. 11 with a degree of disability of thirty percent or more." The licence is valid only on an approved organization's hunt, the hunter pays resident-level fees plus a $1 deer herd management fee, must complete hunter education, and is then ineligible for any other nonresident deer or turkey licence. Residency for active duty members. Section 483A.1A, subsection 1, paragraph "e" treats an active duty member as a resident if they claim Iowa residency and filed an Iowa resident return for the preceding tax year, or are stationed at a federal military installation in Iowa or at one contiguous to an Iowa county and domiciled in Iowa, or are stationed at and reside or are domiciled within a federal installation contiguous to an Iowa county. Paragraph "f" extends resident status to the spouse. The contiguous-installation route reaches Offutt Air Force Base and the Rock Island arsenal. Buy these through Go Outdoors Iowa or an electronic licensing system agent, and have the veterans department verify status where the statute calls for it; sections 483A.24, subsections 16, 17 and 5 and section 483A.8D all direct the department of veterans affairs to assist with verification.

$5 a year for fishing or the combined licence, with no disability neededIowa Code § 483A.24(21) and 571 Iowa Administrative Code 15.10(1)(jj) and (kk). Any Iowa resident who served on federal active duty qualifies. The ordinary resident combined licence is $55.50 and the resident annual fishing licence is $21.
The $5 lifetime licence needs only entitlement to a service-connected ratingIowa Code § 483A.24(16) defines "disabled" as "entitled to a service connected rating under 38 U.S.C. ch. 11", which a nought percent rating satisfies, and prisoner of war status is an alternative. Recorded rather than enforced because the annual $5 licence needs no rating at all.
The state veterans department publishes the wrong fee and the wrong testIts state benefits page says a lifetime licence costs $7.00 and requires only service on active federal service. The rule sets $5 and Iowa Code § 483A.24(16) additionally requires disability or prisoner of war status. Bring the statute and the rule.
The lifetime fur harvester licence is $5 by statute, not $59.50 by rule2026 Iowa Acts ch 1161 (S.F. 2471, approved June 2, 2026) fixed the fee in Iowa Code § 483A.24(17) at five dollars plus any processing fee. 571 Iowa Administrative Code 15.10(1)(aa) as published still reads $59.50 and is superseded.
The lifetime trout licence costs a disabled veteran the same $66 as a person aged 65571 Iowa Administrative Code 15.10(1)(hh) and (ii). Iowa Code § 483A.24(20) gives access to the lifetime option, not a discount, and the gate is qualifying for the disabled veteran homestead credit rather than any service-connected rating.
The free deer tag uses a third definition of disabled veteranIowa Code § 483A.8D(3), created by 2025 Iowa Acts ch 73: a person who served on federal active duty "and who was disabled during the veteran’s military service, as verified by the department of veterans affairs", with no rating requirement. The tag is any-sex, valid in any firearm season, and additional to other deer licences.
On leave from an out-of-state duty station, no licence is requiredIowa Code § 483A.24(7). Carry leave papers plus an earnings statement showing an Iowa income tax deduction, or rely on the alternative of Iowa voter registration, which matters because § 422.7(29) exempts all active duty pay from Iowa tax and may leave no deduction to show.

Expands benefits Cut the lifetime fur harvester license fee to $5.

Amended Iowa Code section 483A.24, subsection 17 to strike the authority for the Natural Resource Commission to set the fee by rule and to fix it in the statute instead: the department shall issue a lifetime fur harvester licence "upon payment of a fee of five dollars, and any processing fee" to a resident of Iowa who served on federal active duty and was disabled during military service, with "disabled" meaning entitled to a service connected rating under 38 U.S.C. chapter 11. Tracked and flagged because the Natural Resource Commission fee schedule at 571 Iowa Administrative Code 15.10(1), paragraph "aa" as published still prices the lifetime fur harvester licence for a disabled veteran at $59.50. The act was approved on June 2, 2026, after the rule page was published, and the statute governs, so a veteran quoted $59.50 at a licence agent is being quoted a superseded figure of more than eleven times the statutory fee. The subsection itself was added only recently, which is why the rule and the statute have not yet met.

Expands and restricts Re-enacted the disabled veteran credit but cut the covered homestead for new applicants to half an acre with no appurtenances.

Division XX of the 2026 property tax act struck Iowa Code section 425.1, subsection 2 and rewrote it so that the disabled veteran tax credit now sits at section 425.1, subsection 2, paragraph "b", then repealed section 425.15 outright at section 145. The four routes in, the full exemption of the entire amount of tax levied, the individual unemployability definition and the confidentiality provision all carried over. Two things changed. Section 425.1(2)(b)(6) provides that for an owner who applies before July 1, 2026 "homestead" keeps its section 425.11 meaning, and for an owner who applies on or after that date the homestead "shall not include appurtenances and shall not exceed one-half acre". The Iowa Department of Revenue states the prior measure as half an acre inside city limits and forty acres outside them, appurtenances included, so a rural claimant who files from July 1, 2026 loses the exemption on up to 39.5 acres and every outbuilding. Section 147 grandfathers owners who had already filed, without refiling. And section 425.1(2)(b)(3) now bars a claimant from the general homestead credit in paragraph "c" as well as from other veteran exemptions, where the old section 425.15, subsection 3 barred only the latter. Section 144 updated the lifetime trout fishing licence cross-reference in section 483A.24, subsection 20. Tracked and flagged because the Iowa Code edition published by the Legislative Services Agency was printed on December 9, 2025 and still serves section 425.15 as live law, so anyone reading the Code online reads a repealed section and cannot find the acreage limit; because the division applies retroactively to assessment years beginning on or after January 1, 2026; and because the July 1, 2026 filing cliff has already passed and cannot be recovered.

2025 Iowa Acts ch 73 (H.F. 885) Created an additional any-sex deer licence for a resident disabled veteran and tripled the nonresident disabled hunt allocation

Expands benefits Created an additional any-sex deer license for a resident disabled veteran and tripled the nonresident disabled hunter allocation.

Added Iowa Code section 483A.8D, under which a disabled veteran who is a resident may be issued one any sex deer hunting licence to hunt during any established firearm deer hunting season, using the method of take authorized for that season, and may obtain it "in addition to any other deer hunting license for which the person is eligible". The section defines disabled veteran for itself as a person who served on federal active duty "and who was disabled during the veteran’s military service, as verified by the department of veterans affairs", with no rating requirement, which is a third and looser disability test alongside the "entitled to a service connected rating under 38 U.S.C. ch. 11" test in section 483A.24, subsections 16 and 17 and the thirty percent test in section 483A.24, subsection 5. The act also raised the nonresident wild turkey hunting licences the director must provide from seventy-five to one hundred twenty-five and increased the share allocated to the disabled veteran and disabled service member hunts under subsection 5 from twenty-five to seventy-five. Tracked because an any-sex tag is the scarce Iowa deer licence, because the entitlement is additional rather than substitutive, and because the new definition means a veteran refused under one Iowa outdoor provision may still qualify under this one.
