Where it applies

Written for the jurisdictions listed here.

The Town of Hubbardston grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The Board of Assessors elects John K Prentiss the chair (term expires June 2028), Jeffrey A Young (June 2027) and Albert Afonso (June 2029), with Leeanne Moses the clerk and Steven Boucher the assessor; Regional Resource Group has provided the town’s assessing services since 2011, its representative at Town Hall Wednesdays 9 am to 4 pm (978-928-1400, extension 203), and the fiscal 2026 tax rate is $11.18. The department’s Statutory Exemptions page prints the veterans’ clauses (22, 22A-F) as one line - "The exemption amounts range from $400 to a full tax exemption depending upon the disability and qualifying clause. There are no income or asset limits" - with the Commonwealth’s own Form 96-4 linked, and asks that the veteran "must have been a resident of Massachusetts for at least one year before entering the service", the older one-year test, where the statute now asks six months before service or two consecutive years before filing. The page’s COLA sheet - "HUBBARDSTON PROPERTY TAX EXEMPTIONS QUALIFICATIONS, 3.4% COLA FOR FY 2025" - prints the veterans’ rows at the statutes: $400 under clause 22, $750 under 22A, $1,500 under 22C, 100 per cent under 22D and $1,000 under 22E. No acceptance of clause 22I, clause 22J or section 5C½ appears on the site, so the figures here are the statutes’; the town’s Senior Property Tax Work-Off Program is the section 5K program, 60 and over, up to 100 hours at the $15 minimum wage. The town’s Veterans’ Agent/Service Officer page says the town partners "with Wachusett Veteran’s Services District through the City of Gardner for their Veteran’s Agent Services", the Gardner line 978-630-4017 (fax 978-630-4057) - the office the EOVS directory’s September 7, 2026 Hubbardston row serves from the Hubbardston Public Library, 7 Main Street, (978) 928-1400, extension 244, Niqui Laviolette the officer whose email is at gardner-ma.gov. The Memorial Day Committee, established at the 1968 annual town meeting, seats five members including an American Legion member and a Legion Auxiliary member. The town’s cases sit in the Gardner District Court, which serves Ashburnham, Gardner, Hubbardston, Petersham, Phillipston, Royalston, Templeton, Westminster and Winchendon and which the Specialty Courts Department lists among the Commonwealth’s seven veterans’ treatment courts. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Hubbardston Veterans’ Agent: Wachusett Veterans’ Services District, through the City of Gardner. Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
