37th Judicial Circuit Veterans Treatment Court (Howell, Carter, Shannon and Oregon Counties)

Howell, Carter, Shannon and Oregon counties make up the 37th Judicial Circuit, which the Office of State Courts Administrator's veterans treatment court map (January 2024) shades whole as running a Veterans Treatment Court Program, so this entry carries all four; the circuit publishes no rules or contact, so ask a defence lawyer or the Circuit Clerk in West Plains (417-256-3741), Van Buren (573-323-4513), Eminence (573-226-3315) or Alton (417-778-7460).

What is published. The Office of State Courts Administrator's map of veterans treatment courts, updated January 2024, shades all four counties of the 37th Judicial Circuit - Howell, Shannon, Oregon and Carter - as running a "Veterans Treatment Court Program". In its words: "Veterans Treatment Court focuses on addressing the substance use disorders, co-occurring disorders, or mental health disorders of defendants charged with a criminal offense who are military veterans or current military personnel." Missouri treatment courts sit under Revised Statutes 478.001; see the Missouri entry. What is not. Neither the county's site nor the Circuit Clerk's names the court's judge, coordinator, schedule or eligibility rules. A veteran facing charges should ask a defence lawyer to raise it early, or ask the Howell County Circuit Clerk, Cynthia Lee, 106 Courthouse, West Plains, MO 65775 (criminal and traffic, 417-256-3741). Carter County. The same map shades Carter (the January 2024 copy rendered from the Internet Archive and checked again for this widening). It rests on that map alone: Carter County has no website, so no circuit page, minutes or budget naming the veterans docket could be read. A Carter County veteran facing charges should ask a defence lawyer to raise it early, or call the Carter County Circuit Clerk, Carter County Courthouse, 1122 Main Street, P.O. Box 578, Van Buren (573-323-4513). Shannon and Oregon Counties. The same map shades both (the January 2024 copy rendered again for this widening), so the entry now covers the whole circuit. It rests on that map: no page or order of the circuit's own naming a veterans docket could be read, Shannon County's posted minutes (September to November 2025) carry no treatment court item, and Oregon County has no website. What the record does show is the circuit's drug court: Howell County News reported on April 21, 2022 that Presiding Circuit Judge Steve Privette had in 2018 extended the 37th Judicial Circuit Adult Treatment Court, which supervises "non-violent, felony drug offenders", to Carter, Shannon and Oregon counties, and the report names no veterans track. So ask whether a veteran is taken into a veterans docket or that adult treatment court. A Shannon County veteran facing charges should ask a defence lawyer to raise it early, or call Circuit Clerk and ex officio Recorder Melany Williams, P.O. Box 148, Eminence (573-226-3315, ext. 2); an Oregon County veteran, the Oregon County Circuit Clerk, P.O. Box 406, Alton (417-778-7460).
