Where it applies

Written for the jurisdictions listed here.

No county officer. Howard County's site has no veterans page, its directory no veterans office, and its FY2026-2027 adopted budget (adopted September 14, 2026) no veterans line; none of the year's minutes or agendas mentions veterans. TexVet's county list gives, for Howard, the "Texas Veterans Commission Midland Office" at (432) 688-4879. The Commission's own county directory is not open to automated reading, so call to confirm where and when its counselor sees Howard County veterans. A county of under 200,000 people is not required to keep an officer (Government Code 434.032; see the Texas entry). The VA in town. The VA West Texas Health Care System is based at the George H. O'Brien, Jr., Department of Veterans Affairs Medical Center, 300 Veterans Boulevard, Big Spring, TX 79720; 432-263-7361. Its care is the VA's, under the federal rules (see the federal entries). The county's own help. The County Indigent Health Care/Welfare office (JoAnn Valle, 300 S. Main, Room 310, Big Spring; 432-264-2219) helps eligible indigent residents with health care and with burials or cremations; it has no veteran rule, and a veteran's family should ask the VA about burial benefits first (see the federal entries).
