Howard County (Nebraska) County Veterans Aid, through the Hall County office

Howard County lists county veterans aid for food, shelter, clothing, funeral and medical needs, applied for through the Hall County Veterans Service Office in Grand Island, but its budget carries no aid fund or aid line, only the $39,910 contract for the office; its page still asks for wartime service, a test the 2024 amendment removed.

Also called: county veterans aid, CVA, 80-102, emergency aid, Hall County, Grand Island, Don Shuda, wartime era, St. Paul, Dannebrog, Elba, Boelus, Cotesfield, Farwell.

For: Veteran or service member, spouse, child, survivor.

Where it applies

Written for the jurisdictions listed here.

What the page says. Howard County's County Benefits page calls the CVA fund "a temporary emergency fund to assist veterans, their spouses, and dependents when there is an unforeseen emergency and there are no other resources available", for food, shelter, clothing, funeral, medical, dental and surgical items. The applicant applies through the County Service Office, which for Howard County is Hall County's office at 131 S. Locust Street, Grand Island, (308) 385-5065 (see the Hall County office entry, which also serves Howard County); the veteran "must demonstrate an 'inability'" to pay. The test it prints is out of date. The page limits the fund to veterans who "received an Honorable Discharge, and served during one of the defined 'wartime eras'". LB1300 (Laws 2024, section 45) struck the wartime-service test from section 80-102, which now reaches a veteran discharged honorable or general (under honorable conditions), or who died in service, who has lived a year in Nebraska and six months in the county, and a spouse, surviving spouse or minor child in need. A peacetime veteran, or one with a general discharge, should apply anyway. Where the money is. Howard County's filed 2025-2026 budget has no Veterans Aid fund and no aid line in its general fund's miscellaneous budget; its only veterans line is the Veterans Service contract, $39,910.00 a year, paid to Hall County a quarter at a time, with $41,107.00 approved for 2026-2027. When Mr. Shuda asks for the contract each spring he reports "where the funds were utilized for the veterans in Howard County in the past year" (April 28, 2026) and "the amount of assistance and funds paid in Howard County" (May 27, 2025), so the aid Howard County veterans receive is paid through the office and its committee rather than from a county fund; the Hall County entry explains the excess contract dollars the Hall committee holds, which the Howard and Sherman County Boards asked about on August 6, 2026. See the Nebraska entry on the county fund for the committee's discretion and the State's own aid fund, applied for through the same office.
