Howard County Water and Sewer Ad Valorem Charge Exemption

An owner in the Howard County Metropolitan District whom VA has rated permanently 100% service-connected is exempt from the water and sewer ad valorem charge, and so is the unremarried surviving spouse who still owns and lives there.

Also called: water and sewer, Metropolitan District, ad valorem charge, 20.613, 100% disabled.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The Metropolitan District ad valorem charge pays for the county's water and sewer bonds and is billed per $100 of assessed value on property in the district. County Code section 20.613(4) exempts an owner "adjudged by the Veteran's Administration to have a permanent service-connected 100 percent disability", and a surviving spouse who has not remarried and continues to own and live on the property. This is a county exemption in its own right, separate from the state exemption from property tax under Tax-Property Article section 7-208. The code's test is a permanent 100% rating. It does not mention individual unemployability, which SDAT accepts for the state exemption, so a veteran on that route should ask the Department of Finance. The surviving spouse has to keep living in the same property; the state exemption, by contrast, follows a surviving spouse to a later home.
