Howard County Disabled Service Member Property Tax Credit
A credit of 20% of the county property tax on up to $650,000 of assessed value, for up to ten years, for an active-duty, retired, or honorably discharged service member rated 75% to 99% service-connected, or the unremarried surviving spouse. No age test. Apply by October 1.
Also called: disabled veteran, property tax, Aging in Place, 20.129E, 9-258, 75%, surviving spouse.
Howard County has not adopted the disabled veteran credit in Tax-Property Article section 9-265. It reaches disabled veterans through section 9-258 instead, which lets a county define a service-connected disability for its own credit. County Code section 20.129E(b)(4) gives the credit to an active-duty, retired, or honorably discharged service member with a service-connected disability rating of 75% to 99% certified by VA, and (b)(5) to the surviving spouse who has not remarried. There is no age or income test.
The credit is 20% of the county tax on the lesser of $650,000 or the assessed value, after other credits, for up to ten years. It cannot be combined in the same year with the senior or public safety officer credits.
The band stops at 99%. A veteran rated 100% permanent and total, or permanently unemployable, has the full state exemption under section 7-208 instead. A veteran rated 100% on a temporary basis falls between the two and gets neither. A veteran rated 50% to 74% gets nothing from the county, since the county has not adopted section 9-265.
Apply to the Department of Finance with the VA disability determination letter. The page lists the home as the applicant's only principal residence, the tax year 2026 deadline as October 1, 2026, and an annual statement of eligibility for the following nine years.
