Horry County Stormwater Fee Exemption for Disabled Veterans

A home that has South Carolina's disabled veteran property tax exemption is also exempt from Horry County's stormwater fee, under Section 30 of the county's FY 2027 budget ordinance (Ordinance 28-2026, adopted May 19, 2026); the county pays the utility from its general fund instead.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Horry County's annual budget ordinance for fiscal year 2027, Ordinance 28-2026, adopted on third reading on May 19, 2026, says in Section 30: "Any property receiving the disabled veteran primary residence property tax exemption shall also be exempt from stormwater fees." The general fund pays the Stormwater Utility what the fee would have been, so the utility is not short. Who gets it. The home must already have the State's disabled veteran home exemption under section 12-37-220(B)(1), which the Department of Revenue grants on the county veterans affairs officer's certificate; see the South Carolina entry on that exemption, including its surviving spouse routes. No separate application is described; a veteran who has the property tax exemption and still sees a county stormwater fee on the bill should ask the county. The exemption sits in the budget ordinance, which is adopted every year, so it lasts only as long as each year's ordinance repeats it. City stormwater fees inside Myrtle Beach, Conway and the other towns are the cities' own.
