Hopewell Disabled Veteran Vehicle Tax Exemption

Hopewell taxes vehicles at $3.50 per $100 on NADA clean loan values in a prorating city, and applies the statewide one-vehicle exemption through the Commissioner of the Revenue.

Also called: car tax, personal property, vehicle tax, Hopewell car tax, 100% disabled, TDIU.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Hopewell applies the statewide one-vehicle exemption through the Commissioner of the Revenue: one motor vehicle owned and used primarily by or for a veteran rated 100% service-connected, permanent and total is exempt. The city's pages publish no separate vehicle-exemption form or rule, so the state entries govern and the office at 804-541-2237 is the route. The 2026 personal property rate is $3.50 per $100 - the Commissioner's Tax Rates page ("Personal Property Tax $3.50 per $100 assessed value (Auto, Trucks, Boats, Trailers, Motorcycles)") and the Personal Property Proration, Assessment & Rates page ("Passenger Auto / Trucks 3.50 per $100, NADA Clean Loan"), with motorcycles on the Clymer Power Sport Blue Book at 70 percent of low trade-in. The city prorates vehicles on acquisition and situs monthly, so a veteran buying or replacing the exempt vehicle mid-year files with the Commissioner rather than waiting for the next tax year. Active-duty members whose LES shows residency outside Virginia are exempt on vehicles owned jointly or individually. The machinery and tools rate is $3.10 per $100 "at 25% original cost" per the Commissioner's page; the Treasurer's table carries $3.50 only through 2024. The state's car-tax relief applies to the first $20,000 of a qualifying vehicle's value.

GateRule
100% permanent and totalOne owned motor vehicle used mainly by or for the veteran. Hopewell accepts the 100% service-connected, permanent and total test; the city publishes no narrower rule. One path is a VA rating of 100% that is service-connected, permanent, and total.
Permanent and total on the 100% pathThe 100% rating has to be permanent and total. A 100% rating VA has not made permanent does not meet this path.
Individual unemployabilityThe other path is a total disability rating based on individual unemployability that VA has also rated permanent and total.
Permanent and total on the unemployability pathIndividual unemployability qualifies on this path only when VA has rated the disability permanent and total.
