Where it applies

Written for the jurisdictions listed here.

In the City of Hopewell the Commissioner of the Revenue, Debra Reason, at 300 N. Main Street, Room 100 (804-541-2237 or 804-541-2238, fax 804-541-2207), takes the statewide disabled-veteran real estate exemption; office hours are 8:00 a.m. to 4:30 p.m. weekdays. The Commissioner's own page lists "Real Estate Tax Relief for the Elderly and Disabled and Disabled Veterans" among the taxes the office administers. Section 34-191 of the city code (Ordinance No. 2011-10, June 7, 2011; amended by Ordinance of May 27, 2025(1)) exempts "the qualifying dwelling" and "the land, not exceeding one (1) acre, upon which it is situated", on an affidavit filed with the Commissioner with the VA documentation showing a 100% service-connected, permanent and total disability. A surviving spouse qualifies where the death occurred on or after January 1, 2011 and the spouse does not remarry, filing the death certificate; the veteran "will be required to re-file the information only if the principal place of residence changes", and the 2025 amendment adds that the exemption "applies without restriction on the spouse's moving to a different principal place of residence" - the post-2019 rule, stated in the code itself. The 2026 real estate rate is $1.17 per $100. The city's Tax Rates page records the 2025 rate at $1.17 and the Treasurer's table $1.13 in 2022-2023 and $1.17 from 2024; the FY2027 tax-rates ordinance presented to Council on April 28, 2026 proposed "no changes to the existing tax rates" and passed 6-0, and the minutes note that 2027 is the scheduled reassessment year. Real estate taxes are paid in two installments, the first half due June 15 and the second half December 5. A veteran who is permanently and totally disabled but does not meet this VA test can use the city's elderly and disabled relief instead.

Permanent and total on the 100% pathThe 100% rating has to be permanent and total. A 100% rating VA has not made permanent does not meet this path.
Individual unemployabilityThe other path is a total disability rating based on individual unemployability that VA has also rated permanent and total.
Permanent and total on the unemployability pathIndividual unemployability qualifies on this path only when VA has rated the disability permanent and total.
