Hennepin County Assessor: Market Value Exclusion for a Veteran with a Disability

Hennepin County's assessor takes the State's homestead market value exclusion, $150,000 at a 70 percent rating and $300,000 at total and permanent, by December 31, online or on form CR-HEV. The county's form asks for a permanent 70 percent rating, which the statute does not, and its page lists unemployability at any percentage for the higher tier, which the statute does not either.

Also called: property tax, market value exclusion, homestead, 273.13, CR-HEV, $150,000, $300,000, assessor, December 31, caregiver, surviving spouse, Minneapolis.

For: Veteran or service member, caregiver, survivor.

Where it applies

Written for the jurisdictions listed here.

The exclusion itself is State law, section 273.13, subdivision 34; the Minnesota entries on the veteran's exclusion and the surviving spouse's exclusion set out the tiers, the caregiver route, the spouse's routes and the rule that it replaces the ordinary homestead exclusion. In Hennepin County the assessor takes the application. How to apply. The property must already be classified homestead. Apply online through the county's programs tracking portal, or mail form CR-HEV with a DD-214 or other discharge papers showing an honorable discharge and the VA's letter certifying the rating to the Hennepin County Assessor's Office, 300 S 6th Street, MC-213, Minneapolis 55487, by December 31 for the following taxes payable year. A married couple who own the home jointly both sign. The county posts separate forms for a primary family caregiver and for a surviving spouse, and its veterans services staff ([email protected]) help with them. Where the county's papers differ from the statute. The form, revised in July 2021, tells the veteran to be certified "as having a permanent service-connected disability of 70 percent or more"; the statute's $150,000 tier needs a rating of 70 percent or more and says nothing of permanence, and the county's own web page says the 70 to 99 percent rating may be "either temporary or permanent". The page follows the statute there. The page also lists "Veterans with 100% unemployability regardless of disability percentage" for the $300,000 tier; the statute's higher tier is "a total (100 percent) and permanent disability", the Department of Revenue's page says a 100 percent permanent and total rating, and nothing in the statute drops the 70 percent floor. A veteran paid at the total rate through unemployability that VA has found permanent should apply for the higher tier and ask the assessor how it is treated; one rated below 70 percent should not rely on the page. The honorable discharge test is the statute's own, not a county narrowing.
