Where it applies

Written for the jurisdictions listed here.

The exclusion is the State's (G.S. 105-277.1C); the North Carolina entry carries its rules. What Haywood County adds is its own checklist. The county's 2026 Property Tax Relief Checklist, under "100% Disabled Veteran requirements": "1. 100% service-connected disabled on or before January 01, 2026. We will need a copy of your NCDVA-9 Certification for Disabled Veteran's Property Tax Exclusion form. 2. You must own the property you are applying for the exemption on as of January 01, 2026. If property is in a TRUST, we require a copy of the full trust which lists the beneficiaries of the trust. 3. You must be a permanent resident of Haywood County as of January 01, 2026," shown by a North Carolina driver's licence with Haywood as the county of residence, voter registration in Haywood (or nowhere else), and North Carolina income tax filing. "A completed application for property tax relief is also required. Submitting only a NCDVA-9 form will not qualify for the tax relief." "Applications are due no later than June 01, 2026!" The checklist's wording and the law's. The checklist says "100% service-connected disabled"; the statute, and the State's AV-9 application the county posts, ask for "a total and permanent service-connected disability" or specially adapted housing benefits under 38 U.S.C. 2101, which is what the NCDVA-9 certifies. The AV-9 adds the unmarried surviving spouse of a qualifying veteran, or of a veteran or service member who died of a service-connected condition, and "There is no age or income limitation for this program." The checklist's income limit ($38,800 of 2025 income) belongs to the elderly and disabled exclusion on the same form, not the veteran one. Where.
