Harlan County Veterans’ Aid Fund

Harlan County’s section 80-102 Veterans’ Aid Fund holds $11,150.76 and budgets $11,000 of aid, but paid only $236.70 in 2023-2024, nothing in 2024-2025 and $441 through the office in October 2025; the county’s page still asks for wartime service and an honorable discharge, tests the 2024 amendment removed.

Also called: Veterans' Aid Fund, county veterans aid, CVA, fund 1900, 80-102, emergency aid, wartime era, Alma, Orleans, Republican City, Stamford, Huntley, Ragan.

For: Veteran or service member, spouse, child, survivor.

What the page says. Harlan County's County Benefits page calls the CVA fund "a temporary emergency fund to assist veterans, their spouses, and dependents when there is an unforeseen emergency and there are no other resources available", for food, shelter, clothing, funeral, medical, dental and surgical items, applied for through the Veterans Service Office, where the veteran "must demonstrate an 'inability'" to pay. The test it prints is out of date. The page limits the fund to veterans who "received an Honorable Discharge, and served during one of the defined 'wartime eras'". LB1300 (Laws 2024, section 45) struck the wartime-service test from section 80-102, which now reaches a veteran discharged honorable or general (under honorable conditions), or who died in service, who has lived a year in Nebraska and six months in the county, and a spouse, surviving spouse or minor child in need. A peacetime veteran, or one with a general discharge, should apply anyway. What the fund holds and pays. The filed 2025-2026 budget's Veterans' Aid Fund (1900) held $11,204.48 on July 1, 2023, paid $236.70 in 2023-2024, held $11,060.10 on July 1, 2024, paid nothing against an $11,000.00 budget in 2024-2025, and held $11,150.76 on July 1, 2025, its only receipts about $90 a year of interest. The 2025-2026 budget again offers $11,000.00 of veterans' aid costs. The Board's October 7, 2025 claims paid "Harlan County Veterans Service-Veterans Aid Cost $441.00" from the fund. How to apply. Through the Veterans Service Office, (308) 920-5009, on a Tuesday (see that entry). See the Nebraska entry on the county fund for the committee's discretion and the State's own aid fund.
