Groveland Veterans’ Property Tax Exemptions (Clauses 22 to 22F)

Groveland’s assessors post the Commonwealth’s fact sheet and the state’s Form 96-4 with no amount of the town’s own, so this entry gives the statute’s; its Veteran’s Agent is the town’s own Michael G. Ingham, whose EOVS row lists a Haverhill office and a different phone.

Also called: property tax, clause 22, 22E, veterans exemption, assessors, Groveland.

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

The Town of Groveland grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The Board of Assessors elects William H. Darke the chair (term expires May 2028), Melissa Baker (May 2029) and Jason Naves (May 2027), three members on three-year terms, at Town Hall, 183 Main Street (978-556-7200), Julie Yebba the Assessing Manager (978-372-8528, [email protected]) Monday to Thursday 8 am to 4 pm, and prints the current tax rate of $12.69. The department’s Real Estate Forms post the Department of Revenue’s Taxpayer’s Guide to Local Property Tax Exemptions for Veterans, its 2012 edition, and the Commonwealth’s State Tax Form 96-4, and no amount of the town’s own and no acceptance of clause 22I or 22J appears on the site - the 2026 annual town meeting’s articles carrying none - so the figures here are the statute’s. The town’s Veterans Services page names Michael G. Ingham the Veteran’s Agent (978-973-2118, [email protected]), office hours the third Monday of every month 4:30 to 6 pm, where the EOVS directory’s September 7, 2026 Groveland row lists him at 10 Welcome Street, Room 43, Haverhill, on (978) 374-2351. The page describes the office as "a one-stop center for all of the benefit needs of our veterans and the spouses of veterans", ready to assist "with claims and information for the full range of available services for both Department of Veterans Affairs and Commonwealth of Massachusetts Veterans Services", and links the Massachusetts chapter 115 benefits estimator, the state and federal departments and the American Legion, the Disabled American Veterans and the Veterans of Foreign Wars national sites, no local post named. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Groveland Veterans Services: Michael G. Ingham, Veteran’s Agent. Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

GateRule
A VA rating, a decoration, or a surviving relativeClause 22 reaches a veteran rated 10 percent or more, a Purple Heart recipient, a Gold Star parent and the spouse or unmarried surviving spouse; 22A to 22E turn on named losses, decorations, a 100 percent rating or specially adapted housing. The rating filter does not hide this entry, because several routes need no rating.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
